A proposed Census Bureau rule would drop undocumented immigrants — and refugees, asylees and others here legally — from the count that decides each state's House seats, tie where you 'live' to your tax records, and end race and ethnicity questions. Census staff have been told to halt public events on the 2030 census until comments close on October 13.

H.R. 10377 would drop every noncitizen from the count used to hand out House seats, force a new apportionment before the 2028 election, and put a citizenship question on every future census. The Fourteenth Amendment — which Clyde's filing cites as its authority — says to count 'the whole number of persons in each State.'
